He continued to import Spirits as heretofore. Licenses were issued by the British Agency at Bangkok, but the Consulate General refused to concur in the prohibition in Siam and referred the matter to H. M.'s Government for instructions. H. M. Government approved the action of H.M.'s Agency in declining to be bound by the Agreement, as British subjects were simply under the general Treaty rights.
The Siamese Gov't then entered into negotiations with H.B. M.'s Government for the settlement of the matter by a formal Convention. They represented that the spirit drinking was a great evil, and expressed, for diplomatic purposes, their desire to check it in Siam.
